Monsoon Session Highlights: Key Bills To Be Tabled In Parliament Today

Parliament Monsoon Session Live Updates: In the Lok Sabha, Union Finance Minister Nirmala Sitharaman will introduce the Appropriation Bill and Finance Bill.

Parliament Updates: This is the first session of Parliament after the constitution of the 18th Lok Sabha.

The Parliament's Budget Session resumes today with several key bills on the agenda, following a week of intense debates between opposition and ruling parties who are likely to again spar over several issues.

In the Lok Sabha, Union Finance Minister Nirmala Sitharaman will introduce the Appropriation Bill and Finance Bill.

Law Minister Arjun Ram Meghwal is set to present legislation on readjusting the representation of Scheduled Tribes in Goa's Assembly constituencies.

The Rajya Sabha will see the introduction of the Oilfields (Regulation and Development) Amendment Bill by Union Petroleum and Natural Gas Minister Hardeep Singh Puri on Tuesday.

In the Rajya Sabha, opposition members plan to discuss the functioning of several ministries, including Agriculture and Farmers Welfare, New and Renewable Energy, and Cooperation.

The monsoon session of Parliament commenced on July 22 and as per the schedule, the session will conclude on August 12.

Opposition Vows To Oppose Any Bill To Amend Waqf Act
Several opposition leaders on Monday alleged that the BJP-led government wants to bring a bill for amending the Wakf Act to create a divide in the society and asserted that they will strongly oppose such a legislation.

Several BJP leaders, however, strongly defended the imminent move, stressing that the Modi government has always worked with the intention of bringing transparency in every sphere.

The bill to amend the Wakf Act, 1995, if it is introduced and passed, will make it mandatory for the Waqf boards to register their properties with the district collectors to ensure their actual valuation. There are 30 Waqf boards in the country.

In Rajya Sabha, Union Minister for Agriculture, Shivraj Singh Chouhan says, "We were discussing Kisan Samman Nidhi. Congress talked about direct assistance to farmers but Congress never made a scheme like Pradhan Mantri Kisan Samman Nidhi. Our Prime Minister Narendra Modi made this scheme. They (opposition) will not understand but the amount of Rs 6000 matters for small farmers... Due to this Kisan Samman Nidhi, farmers have become self-reliant, farmers have also become empowered and the respect of farmers has also increased. They (opposition) cannot see the respect of farmers..."

In Rajya Sabha, Union Minister for Agriculture, Shivraj Singh Chouhan says, "...When this Congress was in power in different states, farmers were killed. In 1986 when the Congress was in power in Bihar, 23 were killed in firing. In 1988, on the death anniversary of Indira Gandhi in Delhi, 2 farmers were killed. In 1988, they fired on farmers in Meerut and 5 farmers were killed..."

Congress MP KC Venugopal says, "Union Minister JP Nadda had promised in his earlier period that Kerala will get AIIMS. This commitment was made 8-9 years ago. Many AIIMS have been sanctioned by the government but Kerala had been ignored by the Union government... Kerala is going through tragedy after tragedy. The people are stressed. When the government is sanctioning 22 AIIMS, why they are not sanctioning AIIMS in Kerala? This is one of the important issues that we raised today."

Monsoon Session Updates: Bill to provide STs representation in Goa assembly introduced in Lok Sabha
Law Minister Arjun Ram Meghwal on Monday introduced a bill in the Lok Sabha to provide reservation to Scheduled Tribes (ST) in the Goa Legislative Assembly.

As of now, the ST community has no seats reserved in the state's assembly.

The bill is titled Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024 and will empower the census commissioner to notify the population of STs in Goa.

According to the Bill, the population of the Scheduled Tribes has increased considerably in Goa as per 2011 census vis-à-vis 2001 census figures.

Congress' Manish Tewari gives adjournment notice in Lok Sabha urging discussion on 'border situation, huge trade deficit with China'
Congress MP Manish Tewari gave an adjournment notice in Lok Sabha to discuss the "border situation and the huge trade deficit with China" in the House today.

In the notice, Tewari asked the house to suspend Zero Hour and relevant rules and other business of the day to discuss the matter.

"Since 2019, there have been ongoing border clashes between India and China, with reports of Chinese troops blocking access to patrolling points in Eastern Ladakh. Recent reports suggests that China has completed construction of a 400-metre bridge which gives Chinese forces the ability to speedily move troops between the North and South bank of the Pangong Lake. Additionally, in 2023-24, India's trade deficit with China exceeded USD 85 billion, with exports at USD 16.65 billion and imports at USD 101.75 billion," Mr Tewari mentioned in the notice dated August 4.

Union Minister for Petroleum and Natural Gas Hardeep Singh Puri is set to introduce the Oilfields (Regulation and Development) Amendment Bill, 2024 in Rajya Sabha on Monday to amend the Oilfields (Regulation and Development) Act,1948.

Minister of State for Petroleum and Natural Gas Suresh Gopi will lay on the table the report of the Comptroller and Auditor General of India on Information Systems Audit of selected Central Public Sector Enterprises - Union Government (Commercial) - Ministry of Petroleum and Natual Gas no. 2 of 2024 (Compliance Audit Observations).
