Parliament Highlights: 'No Innovation, No Creativity,' Says PM Modi On No-Trust Motion

Monsoon Session: This is the second time PM Modi is facing a no-confidence motion.

Prime Minister Narendra Modi speaks in the Lok Sabha in response to the no-confidence motion brought by the Opposition parties in a bid to corner the government over the violence raging in Manipur.

The Pharmacy (Amendment) Bill, 2023 to amend the Pharmacy Act, 1948 passed in the Rajya Sabha. Earlier, the Bill was passed by the Lok Sabha on August 7. The Rajya Sabha has been adjourned for the day amid opposition uproar over Manipur issue.

The Rajya Sabha on Wednesday passed the Digital Personal Data Protection Bill, 2023 which seeks to set out requirements for firms collecting data online, with exceptions for the government and law enforcement agencies.

It also lays down the obligations of entities handling and processing data as well as the rights of individuals.

The parliament is not the platform of politics, it's an important institution. It's run on taxpayers money but the Opposition does not care about these things. Politics won't help to run the country and they have broken the trust of the people. I say this with confidence that the people of the country have full faith even after being ruled for 1,000 years.

Under Congress's rule, Manipur suffered from militancy. There was a time in Manipur when everything was done on the orders of the militants and at that Congress was in the state. There were orders to not sing the national anthem in Manipur and all of that happened during Congress rule.

Ram Manohar Lohia made serious allegations against Jawahar Lal Nehru. He said Nehru does not want the development of the northeast.

PM Modi On Manipur: Home Minister talked about the issue of violence in Manipur, but all the Opposition did was politics. Amit Shah, without doing politics, explained the issue.

After the High Court order, violence started and many families lost their lives, and women were sexually abused. The Centre and state government are working towards peace and I'm confident that through our peace efforts, Manipur will soon witness the sunrise of peace. 

I appeal to all to end violence.

Rajya Sabha adjourned for the day amid Opposition uproar

Rajya Sabha proceedings were adjourned for the day on Thursday amid Opposition uproar over discussion on the Manipur violence issue under a new rule.

Amid the din, the House passed the Pharmacy (Amendment) Bill, 2023.

When the House, which was adjourned in the morning session, reassembled at 2 pm, Chairman Jagdeep Dhankhar tried to bring unanimity for holding a discussion on the Manipur violence issue under a different rule.

This followed an exchange of views from both sides as members recited poetry and couplets for sometime but no solution could be found.

Soon thereafter a member from Mizoram rose to make a point that "tribals" including him have been living in India much before the British times and have not migrated from Myanmar.

Finance Minister Nirmala Sitharaman on Thursday said India is in a unique position of being optimistic and positive about its future growth when the global economy is struggling with the twin challenge of high inflation and slow growth.  Speaking during the debate on the no-confidence motion in Lok Sabha against the Modi government, she also said that earlier governments used to sell dreams to people while the present regime is fulfilling the dreams.

"India was listed among five fragile economies of the world in 2013, but it has now become the fastest-growing economy in just nine years," she said.

Ms Sitharaman accused the previous UPA regime of wasting an entire decade, referring to its tenure from 2004 to 2014.

"In 2022, there was only three per cent growth in the global economy. The World Bank has said in 2023, it will decline to 2.1 per cent," she said.  Developed countries such as the US and the UK, and the Euro zone are facing challenging times, while big economies such as China are also facing their own issues related to consumer demand and wage stagnation, the finance minister said.

Rajya Sabha proceedings adjourned till 2 pm amid ruckus on Manipur issue

Rajya Sabha proceedings were adjourned till 2 pm on Thursday after Leader of Opposition Mallikarjun Kharge demanded a discussion under Rule 167 on Manipur and insisted on the presence of Prime Minister Narendra Modi in the House.

Members of the ruling parties were on their feet protesting against Mr Kharge's demand.

On this, Mr Kharge said, "What will happen if the prime minister comes to the House? Is he 'parmaatma' (almighty)? He is not God." Sloganeering from ruling benches intensified after Kharge's remark on the PM. Amid the ruckus, Chairman Jagdeep Dhankhar adjourned the House till 2 pm.

Lok Sabha adjourned till 12 noon due to opposition protests

Lok Sabha proceedings were on Thursday adjourned till 12 noon following opposition protests over the Manipur issue.

Soon after obituary reference to five former members of the House, opposition members were on their feet raising the Manipur issue.

Speaker Om Birla ignored them and started the Question Hour, the schedule business of the House. The opposition MPs raised slogans against the government and displayed placards that read "India is with Manipur".

After 15 minutes of business, the speaker asked the opposition members to go back to their seats and take part in the proceedings.

"Honourable members, you are not using the valuable time of the House. Question Hour is very important and you should raise the issues concerning the people. I want to run the House but you are not interested," he said and adjourned the proceedings till 12 noon.

Centre's Bill Snips Chief Justice From Poll Officers' Selection Process

In a move likely to trigger a fresh face-off between the Executive and the Judiciary, the Centre is set to push a legislation that will exclude the Chief Justice of India from the process to appoint the country's top election officers.

The Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Services and Term of Office) Bill, 2023, about to be introduced in Rajya Sabha today, proposes that the polling officers shall be appointed by the President on the recommendation of a panel comprising the Prime Minister, Leader of Opposition in Lok Sabha and a Union Cabinet Minister nominated by the Prime Minister. The Prime Minister will chair the panel, it says.

The Bill, in effect, aims to dilute the Supreme Court's March 2023 judgment in which a Constitution bench held that the appointment of Chief Election Commissioners and Election Commissioners shall be done by the President on the advice of a panel comprising the Prime Minister, Leader of Opposition and the Chief Justice of India.

This Bill sets the stage for a fresh confrontation between the Supreme Court and the Centre.

Mansukh Mandaviya to move Pharmacy (Amendment) Bill, 2023 in Rajya Sabha 

Union Health Minister Mansukh Mandaviya would move the Pharmacy (Amendment) Bill, 2023 in the Rajya Sabha on Thursday for consideration and passage to amend the Pharmacy Act, 1948.

Earlier on August 7, the Bill was passed by the Lok Sabha.

The Pharmacy (Amendment) Bill 2023 specifies that anyone who is registered as a pharmacist under the Jammu and Kashmir Pharmacy Act, 2011 or possesses qualifications prescribed under the 2011 Act will be deemed to be registered as a pharmacist under the Pharmacy Act, 1948. This will be contingent upon the person submitting an application for registration within a year of the amendment coming into force, and paying a prescribed fee.

The bill, which was passed by voice vote in the Lower House, seeks to do away with issues concerning the status of persons registered or qualified under the Jammu and Kashmir Pharmacy Act.

Rajya Sabha to take up Repealing and Amending Bill, 2023 for consideration, passage
Union Minister of Law and Justice Arjun Ram Meghwal is to move the Repealing and Amending Bill, 2023 in the Rajya Sabha today for consideration and passage to repeal certain enactments and to amend an enactment on Thursday.

Earlier, the Bill was passed by the Lok Sabha on July 28.

The Bill seeks to repeal 65 laws that are obsolete or that have been made redundant by other laws.  It also corrects a minor drafting error in the Factoring Regulation Act, 2011.

The First Schedule of the Bill lists 24 laws that would be repealed.  Of these, 16 are amending Acts, and two are from before 1947.

The Second Schedule of the Bill lists 41 Appropriation Acts that would be repealed.  These include 18 Appropriation Acts for the Railways. These Acts span the years from 2013 to 2017.

AAP's Raghav Chadha gives suspension of business notice in Rajya Sabha seeking discussion on Manipur
Aam Aadmi Party (AAP) MP Raghav Chadha on Thursday gave a suspension of business notice in the Rajya Sabha to discuss the situation in Manipur.

"I hereby give notice under Rule 267 of the Rules of Procedure and Conduct of Business in the Council of States (Rajya Sabha) of my intention to move the following motion of suspension of business listed for today," Raghav Chadha said in a letter.

"That this House do suspend Zero Hour and relevant rules relating to Question Hour and other business of the day to discuss the violence in Manipur which has resulted loss of precious lives in Manipur due to failure and incompetence of Central and State Government," he added.

The Parliament has been witnessing a logjam over a number of issues, including the violence in Manipur, since the beginning of the Monsoon Session on July 20.

Centre to move Pharmacy (Amendment) Bill, 2023 among 3 Bills in Rajya Sabha today

The Central government is to move Pharmacy (Amendment) Bill, 2023, among three Bills in the Rajya Sabha on Thursday.

Pharmacy (Amendment) Bill, 2023 and Repealing and Amending Bill, 2023 will be moved for consideration and passage while Chief Election Commissioner and other Election Commissioners (Appointment Conditions of Service and Term of Office) Bill, 2023 will be introduced.

First, Union Minister of Law and Justice Arjun Ram Meghwal will introduce the Chief Election Commissioner and other Election Commissioners (Appointment Conditions of Service and Term of Office) Bill, 2023 in the Upper House to regulate the appointment, conditions of service and term of office of the Chief Election Commissioner and other Election Commissioners and the procedure for transaction of business by the Election Commission.

Union Health Minister Mansukh Mandaviya will later move the Pharmacy (Amendment) Bill, 2023 for consideration and passage to amend the Pharmacy Act, 1948. Earlier, the Bill was passed by the Lok Sabha on August 7.

Registration under the Pharmacy Act, 1948 is mandatory to practice pharmacy in India. The Bill looks at the insertion of new section 32C, which provides a special provision relating to persons registered or qualified under the Jammu and Kashmir Pharmacy Act, 2011.

Congress' Manish Tewari moves adjournment motion notice in Lok Sabha seeking discussion on border situation with China
Congress MP Manish Tewari on Thursday gave an adjournment motion notice in the Lok Sabha to discuss the border situation with China.

In his letter to the Secretary-General, Lok Sabha, Manish Tewari said, "I hereby give notice of my intention to ask for leave to move a motion for the adjournment of the business of the house for the purpose of discussing a definite matter of urgent importance, namely: That this House do suspend Zero Hour and relevant rules relating to Question Hour and other businesses of the day to have a discussion on the border situation with China."

He further urged the Government to inform the House of the situation at the border with China adding that reports are coming out from Chushul, Eastern Ladakh that China's People Liberation Army (PLA) has pitched four tents in a "buffer zone" and their forces are demanding a 15-20 km Buffer Zone inside Indian territory.

"The border situation with China has been extremely tense since clashes broke out with Chinese forces in Eastern Arunachal Pradesh. Despite multiple rounds of talks between India and China, the border dispute continues to persist. Moreover, there have been reports coming out from Chushul, Eastern Ladakh, that the People Liberation Army (PLA) has pitched four tents in a "buffer zone", and has demanded a 15-20 km Buffer Zone inside Indian territory," the letter stated.
