Monsoon Session LIVE Updates: Lok Sabha passed the Indian Institutes of Management (Amendment) Bill, 2023, which entrusts the management accountability of the institutes with the President of India.

The parliament has been adjourned for the day today amid an uproar in the Upper House over the issue of law and order situation in Rajasthan. BJP MPs referred to the killing of a girl in Rajasthan and wanted the House to take up a discussion on the law and order situation in the state.

The Lok Sabha today, before being adjourned, approved a Bill which seeks to empower the commander-in-chief and officer-in-command of inter-services organisations with disciplinary and administrative powers over personnel from other forces serving in such establishments.

Lok Sabha also passed the Indian Institutes of Management (Amendment) Bill, 2023, which entrusts the management accountability of the institutes with the President of India.

The Houses will reconvene on Monday at 11 am.

Bill to set up mega R&D funding agency introduced in Lok Sabha
A bill to set up a national agency to fund research across universities in the country was introduced in the Lok Sabha on Friday by Union Science and Technology Minister Jitendra Singh.

The Anusandhan National Research Foundation Bill-2023 seeks to set up a Rs 50,000-crore fund, with a sizeable contribution from the private sector, to "seed, grow and promote" research and development (R&D) and foster a culture of research and innovation throughout India's universities, colleges, research institutions, and R&D laboratories.

It seeks to set up different funds - the Anusandhan National Research Foundation Fund, for the financing of activities under the Act; the Innovation Fund for supporting outstanding creativity in the areas supported by the foundation; the Science and Engineering Research Fund for the continuation of the projects and programmes initiated under the Science and Engineering Research Board Act, 2008; and one or more special-purpose funds for any specific project or research.

Lok Sabha passes IIM Bill

Lok Sabha on Friday passed the Indian Institutes of Management (Amendment) Bill, 2023, which entrusts the management accountability of the institutes with the President of India.

The bill, which was introduced on July 28, was passed by the lower House amid disruptions by opposition members over the violence in Manipur.

Replying to a debate of the Bill, Education Minister Dharmendra Pradhan said the government has no intention to interfere with the autonomy of the IIMs.

The management accountability of the institutes has been entrusted with the President and the academic accountability will remain with the IIMs, Pradhan said.

According to the bill, which seeks to amend the IIM Act of 2017, the President will be Visitor to the Indian Institutes of Management (IIMs) with powers to audit their functioning, order probes and appoint as well as remove directors.

Rajya Sabha proceedings adjourned for day amid ruckus in House

Rajya Sabha was adjourned for the day on Friday amid an uproar in the House over the issue of law and order situation in Rajasthan Soon after the House met at 12 noon, the ruling party members referred to the killing of a girl in Rajasthan and wanted the House to take up a discussion on the law and order situation in the state.

A 14-year-old girl was allegedly murdered and later burned in a coal furnace in Rajasthan's Bhilwara district, with locals claiming that she was also gang-raped.

Leader of the House Piyush Goyal said the situation is "very bad" in Rajasthan and that the state government has failed on all counts to maintain law and order.

Alleging that crimes against women were on the rise in the state, he said "our daughters and sisters in the state were not safe and urged the chairman to take up the matter for discussion".
