Parliament Winter Session: The Winter Session began on Monday amid protests by the Opposition

The Rajya Sabha on Wednesday adjourned for the day amid pandemonium created by the Opposition leaders on various issues, including revocation of suspension of 12 MPs.

It was the fourth adjournment of the Upper House during its four-hour-long proceedings that started at 11 am.

The final adjournment was announced a few minutes after the House met at 3 pm and Union Jal Shakti Minister Gajendra Singh Shekhawat resumed his speech on the need for the safety of dams across the country.

Mr Shekhawat was speaking in favour of the ''Dam Safety Bill, 2019'', which he moved earlier in the day for its consideration and passage.

Even as the minister was speaking, the Opposition, including Congress, Left, AAP and DMK, created a ruckus in the House seeking revocation of the suspension of 12 MPs.

Opposition party members including Congress, DMK, AAP and Left demonstrated their protest by standing in the House during the proceeding and raising slogans. A few members of the House trooped into the well of the House along with TRS MPs. Other Opposition parties sought revocation of suspension of 12 MPs while TRS was demanding national policy on food procurement. The TRS was also displayed placards raising its demand in the House.

The Winter Session of Parliament began on Monday amid protests and sloganeering by the opposition, who wanted discussion around the Farm Laws Repeal Bill, in an attempt to guarantee farmers some of their other demands that go beyond just the repeal of the three farm laws.

The winter session is likely to conclude on December 23.

President Ram Nath Kovind has signed a bill to cancel three controversial farm laws, against which farmers - especially from Haryana, Punjab and western Uttar Pradesh - have been protesting for a year.

The bill to cancel the three farm laws was passed in record time in both houses of Parliament on the first day of the winter session on Monday. The farm laws repeal bill was passed in Lok Sabha within four minutes amid opposition demands for a discussion.

In Rajya Sabha, it was passed after a short discussion.

Three controversial farm laws at the heart of massive farmer protests across the country for over a year was withdrawn by Prime Minister Narendra Modi on November 19 in a stunning announcement just months before elections in states like Uttar Pradesh and Punjab.

"Centre Must Realise Other Voices Deserve To Be Heard": Shashi Tharoor On Suspension Of MPs
Slamming the Central government over the suspension of 12 Opposition MPs, Congress MP Shashi Tharoor today said the Centre has to realise that other voices in the country deserve to be heard.

"The Centre has to realise that in this country other voices deserve to be heard. Parliament is for debate and discussion. You have to allow people to express their views, only then can you truly run a democratic Parliament," Mr Tharoor told news agency ANI.

Suspended Rajya Sabha MPs today sat on a protest near Mahatma Gandhi's statue inside Parliament premises against their suspension from the House for the remaining part of the Winter Session of Parliament.

Leader of the Opposition Mallikarjun Kharge reiterates no apology will be made over conduct of suspended RS MPs

With the stalemate continuing between the Opposition and the treasury benches in the ongoing winter session of the Parliament over the suspension of 12 MPs from Rajya Sabha, Leader of the Opposition in the Upper House Mallikarjun Kharge on Wednesday reiterated that no apology will be made over the conduct of the MPs.

"There will be no apology. We are requesting them to forget what happened and work on the welfare of the people and the country," Mr Kharge told ANI.

The Congress leader on Tuesday wrote to Rajya Sabha Chairman M Venkaiah Naidu requesting him to reconsider the matter of suspension of 12 MPs "in the larger interest of Parliamentary democracy" and revoke the suspensions.

Terming the suspension as "against the Constitution", Mr Kharge said, "It is our duty to fight for the cause, under the rule of law. In our letter to the RS Chairman, we have described that the suspension is not correct. Our sessions are not continuous. The House is adjourned and then proceedings are started. To compare the Lower House with the Upper House is not correct. Elections for Lower House are frequently held. There is continuity in the Upper House but there is no session continuity. While suspending the MPs, they had said that it is a continuity of the House, thus they are being suspended. We have expressed that it is against the Constitution and thus demanded revocation of suspended MPs."

Winter session: Rajya Sabha Adjourned Till 2 PM Today

The Rajya Sabha has been adjourned till 2 pm on Wednesday following an uproar by Opposition parties on various issues.

Earlier, the Upper House was adjourned till noon today due to the ruckus created by the Opposition parties.

Members of Parliament from Congress, DMK, AAP, Left and Trinamool Congress stood on their seat while TRS members came into the well when Rajya Sabha Chairman Venkaiah Naidu adopted the motion moved by the government seeking direction from the chair for selection of a member of the Upper House to be a member of the court of the University of Allahabad.

Winter session: Lok Sabha adjourned till noon today; Rajya Sabha adjourned till 2 pm

Amid uproar by Opposition party MPs in Lok Sabha, Speaker Om Birla adjourned the House till noon on Wednesday, the third day of the ongoing winter session of parliament. 

Preceding the adjournment, Congress and Dravida Munnetra Kazhagam (DMK) also staged a walkout from the Lower House during Question Hour.

This came after the Leader of the Congress Party in Lok Sabha Adhir Ranjan Chowdhury raised the issue of the death of farmers during farm laws protest.

Parliament Live Updates: Telangana Rashtra Samithi MP moves adjournment notice in Lok Sabha on MSP guarantee, food grains procurement policy

Telangana Rashtra Samithi (TRS) MP Nama Nageswara Rao on Wednesday gave an adjournment motion notice in Lok Sabha to discuss the legal guarantee on Minimum Support Price (MSP) and national policy on food grains procurement.

In his letter to Secretary-General of the Lower House, Mr Rao said, "I hereby give notice of my intention to ask for leave to motion for the adjournment of the business of the house for the purpose of discussing a definite matter of urgent importance, that is, National policy on food grains procurement from farmers and Legal right to Minimum Support Price (MSP) TO FARMERS."

Meanwhile, Farm Laws Repeal Bill, 2021 was passed in both Houses of Parliament on Monday, the first day of the Winter session.
