The winter session of parliament enters second week today.

As the winter session of parliament enters the second week, Congress and other opposition parties protested against the BJP's dramatic comeback in Maharashtra over the weekend. Both the houses have been adjourned till tomorrow amid protests.

Congress chief Sonia Gandhi was also seen outside parliament with opposition leaders carrying banners while her son Rahul Gandhi called BJP's move to form government in Maharashtra "murder of democracy".

In a stunning comeback, BJP's Devendra Fadnavis took oath as Maharashtra Chief Minister at a quiet, early morning ceremony on Saturday and NCP chief Sharad Pawar's nephew Ajit Pawar was sworn in as his deputy.

The NCP, Shiv Sena and Congress moved the Supreme Court on Sunday against the centre, claiming that the government formation was "illegal". The three parties also questioned the revocation of President's Rule in the state without a meeting of Union Cabinet, which the BJP said was under Rule 12 of the Allocation of Business Rules 1961. The rule says the Prime Minister can take a call on the matter to "meet a situation of extreme urgency or unforeseen contingency".

Finance Ministry today said the total number of Public Sector Banks (PSBs) branches as on June 30, 2019 was 87,526 out of which 28,815 (33%) are in rural areas. During 2016-17, 2,168 branches and in 2017-18, 834 branches and 2018-19, 438 branches and 2019-20 (till June 30), 86 branches have been opened by PSBs, the ministry said in a written reply to Lok Sabha.

Women MPs "Manhandled By Marshals" In Lok Sabha, Claims Congress
Congress leader Adhir Ranjan Chowdhury alleged this afternoon that women parliamentarians of his party were "manhandled" in the Lok Sabha when they were protesting in the Well of the House over the Maharashtra government formation. Congress members jostled with the marshals in the Lok Sabha when they stormed the Well of the House carrying placards, leading to adjournment of parliament proceedings.

"Security personnel manhandled our women parliamentarians. We have never experienced this inside Parliament. We will be waiting to see what action is been taken against responsible people," Mr Chowdhury told reporters.

Parliament Winter Session: Lok Sabha Adjoured After Protest By Congress MPs
Congress members in Lok Sabha today stormed the well carrying placards to protest the swearing-in of a BJP-led government in Maharashtra, leading to adjournment of House proceedings till noon, news agency PTI reported. 

Speaker Om Birla ordered the removal of two Congress members Hibi Eden and T N Prathapan- who were holding a big banner with ''stop murder of democracy slogan - by marshals.

Intense protests by Congress members resisting their removal prompted the Speaker to adjourn the House till noon.

Leader of Congress in Lok Sabha, Adhir Ranjan Chowdhury, and Congress' Chief Whip in Lok Sabha, K Suresh today gave adjournment motion notice in the House over the Maharashtra issue, news agency ANI reported. In another development, Rajya Sabha MP Binoy Viswam has also given Suspension of Business Notice in Rajya Sabha under rule 267 over ''Maharashtra government formation''.

Parliament Winter Session: Congress Parliamentary Strategy Group Meets
The Congress parliamentary strategy group, which includes Ghulam Nabi Azad, Adhir Ranjan Chowdhury and K C Venugopal, met in Delhi this morning at party chief Sonia Gandhi's home, news agency PTI reported. The meeting comes after BJP's stunning comeback in Maharashtra, with the Congress likely to raise the issue of Devendra Fadnavis' swearing-in along with Ajit Pawar in both houses of Parliament, news agency PTI reported.

Another important Bill for consideration and passing is the 'Prohibition of Electronic Cigarettes (Production, Manufacture, Import, Export, Transport, Sale, Distribution, Storage and Advertisement) Bill, 2019. Health Minister Harsh Vardhan will move the Bill to prohibit the production, manufacture in the interest of public health to protect the people from harm and for matters connected therewith or incidental thereto, to be taken into consideration, news agency IANS reported. 

Among other Bills is the 'Recycling of Ships Bill, 2019'. Union Minister Mansukh Mandaviya will move for leave to introduce a Bill to provide for the regulation of recycling of ships by setting certain standards and laying down the statutory mechanism for enforcement of such standards and for matters connected therewith or incidental thereto.

Parliament Winter Session: Centre To Raise Several Key Bills In Lok Sabha Today
Among the important Bills that will be introduced in the Lok Sabha  today are the Taxation Laws (Amendment) Bill, the International Financial Services Centres (IFSCs) Authority Bill and the bill to ban Electronic Cigarettes. The Taxation Laws (Amendment) Bill and the International Financial Services Centres Bills were cleared by the Union Cabinet on November 20. Both these Bills will be moved by Finance Minister Nirmala Sitharaman, news agency IANS reported.
