Prime Minister Manmohan Singh addresses CBI conference
Prime Minister Manmohan Singh addresses the Central Bureau of Investigation (CBI) conference on corruption in New Delhi. Below are the highlights:
This is the third consecutive year that I am addressing this event.
I have decided to talk about corruption-related matters.
The CBI has completed 50 years. It has investigated complex crimes that have national and state ramifications.
Recently, the legitimacy of CBI has been questioned. Our government is taking this matter very seriously and promptly.
The technological advancement is breaking down geographical boundaries.
To keep pace with people's aspirations for clean governance, we have taken several steps.
We have a framework in place to curb corruption and increase accountability.
In the public debate on corruption, it is forgotten that economic growth provides greater opportunity for corruption.
While transparency is essential, we must not compromise on nation-building.
Economic growth also implies greater prospect for corruption.
We can't be always running down institutions, need to highlight their achievements as well.
Sensitive investigations are becoming the topic of running media commentary. Confidentiality is vital (on exempting CBI from RTI).
Need to introspect on autonomy of the CBI, must remember CBI is a part of the executive.
Sensitive probes becoming topic of running media commentary. Confidentiality is vital.
I am happy that the CBI is setting up a center of excellence.
A line should be clearly drawn between police investigation and the executive.
