PM Modi tweeted Mr Moon, saying he looks forward to a special strategic partnership with South Korea and and to meet him soon and work closely with him. The Prime Minister often wishes world leaders in their language. Soon after he took charge in 2014 and ahead of a visit to Japan he had tweeted in Japanese.
Moon Jae-in, 64, was sworn in on Wednesday and has vowed to immediately tackle the pressing problem of North Korea's advancing nuclear ambitions and to soothe tensions with the United States and China. He also received a message from Chinese President Xi Jinping, congratulating him on his election and offering to work with him to improve relations. Mr Xi's message comes as ties between the two countries have sunk to their lowest point since diplomatic relations were established in 1992.
A liberal former human rights lawyer, Mr Moon rose to power on promises of a more just and fair society and has vowed to "end the culture of an authoritarian presidency," pledging to work out of a drab, decades-old government building in central Seoul instead of the grandiose presidential Blue House.
"I will leave the Blue House and begin the age of a 'Gwanghwamun president' as soon as preparations are done," the new president said in his first speech on Wednesday.
Gwanghwamun is Seoul's historic centre and main ceremonial thoroughfare. It was here that big, peaceful candlelit protests against Mr Moon's disgraced predecessor, Park Geun-hye.Park began late last year, helping pave the way for his election win months later.
