Earlier in the day, youth Congress workers were stopped by Chandigarh Police near Punjab Congress Bhawan, police had to use water cannons to disperse the mob.

The Punjab Assembly on Thursday adopted a resolution against the construction of the Sutlej Yamuna Link canal, asserting that the state "did not have a drop of water to spare."
While addressing the House, chief minister Parkash Singh Badal said that the Sutlej Yamuna Link (SYL) canal land will be de-acquired by the state government. Mr Badal said he would make every sacrifice to protect the interest of Punjab on river waters.
"Punjab is primarily an agrarian state and river waters are its lifeline... According to the Riparian Principles, Punjab had absolute right over its river waters, but through various agreements and decisions it had been robbed off its due share in broad daylight," Mr Badal said.
"Punjab didn't have a single drop of water to share with anyone," he added.
However, the Badal government's effort to get the opposition Congress on board failed after repeated disruptions by its legislators to their suspension for the day.
Charanjit Singh Channi, leader of opposition in Punjab Vidhan Sabha, said that it was the demand of the Congress to de-acquire the land of the farmers which was acquired for the construction of SYL. He said the Congress had brought the amendment on Wednesday to the notice of the Speaker that in no case will Punjab suffer for the riparian law which does not suit the state.
However the ruling SAD-BJP government brought a resolution on the same subject on Thursday.
Earlier in the day, youth Congress workers were stopped by Chandigarh Police near Punjab Congress Bhawan as they tried to march towards the state assembly. About a hundred youth workers were detained as police had to use water cannons to disperse the mob.
