Almost Rs 9 crore was spent on tea, samosas and gulab jamun by ministers over four years, Chief Minister Akhilesh Yadav told the assembly on Wednesday.
The only minister who apparently spent nothing on snacks for guests from public funds is Mr Yadav's uncle Shivpal Yadav.
The chief minister shared this information at the close of the monsoon session of the assembly.
Social Welfare Minister Arun Kumar Kori seems to have racked up the fattest bill - Rs 22,93,800 - followed by Urban Development Minister Mohammad Azam Khan, who spent Rs 22,86,620.
Minister for Child Development and Nutrition, Kailash Chaurasia, finished a close third, having spent Rs 22,85,900.
Other senior ministers who have spent over Rs 21 lakh each on snacks are Ram Karan Arya and Jagdish Sonkar.
Former Uttar Pradesh minister Shiv Kumar Beria, who was sacked last year, spent Rs 21,93,900.
Shadab Fatima, one of the newer ministers brought in last year, has spent Rs 72,500 in her brief one year.
Akhilesh Yadav clarified that a minister is entitled to Rs 2,500 a day for refreshments within the state and Rs 3,000 outside "for performing his/her duties".
A BJP leader in Uttar Pradesh, Harishchand Srivastav, accused the Samajwadi Party government of "loot of public money",
"The state government has failed on health, education and welfare programmes but its ministers are spending lavishly on guests at the cost of the taxpayer," said Mr Srivastav.
Samajwadi party spokesman Rajendra Chaudhary defended the ministers. "This money is used for official meetings and sometimes on people who come from the ministers' constituencies in large numbers. This is just a courtesy which the staff of ministers follow," he said.
