N C Hills Autonomous Council, the oldest council in the country, is in deep trouble.
Its Chief Executive Member Mohet Hojai was arrested for allegedly siphoning off development fund to the militant outfit DHD(J).
The Council is now under suspension and the cleaning up process has begun, but what we found was shocking. In the last financial year, at least 300 crore has been siphoned from various departments like DRDA, Social Welfare and Public Health.
Records show that R H Khan, the Deputy Director of Social Welfare Department who is also under arrest had forged documents to withdraw money. There are no utilisation certificates against any of these withdrawals. There is no indication on the ground of any development work that has taken place. This was happening year after year.
The NIA or the National Investigation Agency formed after 26/11 in its first assignment is investigating into the nexus of terrorists and politicians in N C Hills.
It's from this office of the department of social welfare that one of the prime accused R H Khan actually operated and though the NIA has been going around sealing office and seizing papers it may actually take months for the investigating agency to understand the plot.
