Lucknow: A judicial inquiry yesterday confirmed that Dr Sachan, who was found dead in a Lucknow jail last month, had been killed. Jail officials had earlier insisted that he had committed suicide. Post-mortem reports showed he had serious injuries from what appeared to be a sharp weapon.
Mr Sachan was the Deputy Chief Medical Officer in the Family Welfare Department of the UP government. He was arrested in April for allegedly commissioning the murder of his boss, Dr B P Singh. Dr VP Arya, the man who headed the department before Dr Singh had been killed in October 2010. The UP government said that Dr Sachan appeared to be linked to that murder as well.
Dr Sachan, the government alleged, wanted to prevent his seniors from exposing financial malpractices within his government. The department handles a 3000-crore budget, and many officials were allegedly conspiring with suppliers of medical products and services to swindle the government.
