The video, which was widely circulated, triggered anger.
It comes at a time the UP police are under attack over the brutal gang-rape of a 35-year-old woman from Noida and her teen daughter in Bulandshahr, just 65 km from Delhi.
The assault took place very close to a police post.
A police officer said Ram Yagya Yadav's conduct is being examined and action will be taken.
