New Delhi: A notice put out in Mumbai newspapers today is meant to serve as the "last warning" for tycoon Vijay Mallya, who has been declared a proclaimed offender in a Rs. 900 crore loan scam.

Mr Mallya has been asked to appear before a Mumbai court at 11 am on July 29 in the notice titled "proclamation requiring the appearance of an accused person".

The notice also declares that "Vijay Vithal Mallya cannot be found", that he has "absconded and is concealing himself" to avoid an arrest warrant against him.

The warrant was put out earlier by the Enforcement Directorate, which is investigating allegations that out of Rs.900 crore loaned by IDBI bank to Mr Mallya's collapsed Kingfisher Airlines in 2009, Rs. 430 crore had been dispatched illegally outside the country.

The 60-year-old businessman is being pursued by banks who are demanding the return of some 9,000 crores loaned to Kingfisher. He left for London on March 2 as banks launched a belated attempt to recover the money.

The Enforcement Directorate, which investigates financial crimes, says Mr Mallya has ignored a series of orders to return to India. Recently, it attached his property worth Rs 1,411 crores.

New Delhi cancelled Mr Mallya's passport in April. It had formally requested London that he be deported, which is faster than the process of extradition under a treaty between two governments.
But Britain told India that it can't deport the liquor baron under its laws but can help with his extradition.
