Casebook of a scandal
The scandal broke in early 2006 when the police stumbled upon two explicit sex CDs.
The CDs featured a teenaged Kashmiri girl who was soon identified. She told the police how she and other girls are forced to have sex with senior members of the administration and security forces.
At this time, pamphlets were circulated against several ministers in the PDP-Congress coalition about their involvement in the scandal.
A CBI probe was ordered. Soon it arrested G M Mir and Raman Mattoo both ministers in the coalition, Principal Secretary Iqbal Khandey and BSF DIG KC Padhe for raping a minor.
The trial began in July.
