Why isn't the police filing an FIR against Rathore?
New Delhi: SPS Rathore is a worried man. Despite getting bail, Section 306 hangs over his head. And his biggest fear is that the police will charge him with abetment of suicide.

If convicted, the former Haryana police chief could get upto 10 years in jail for molesting Ruchika Girhotra. But that hasn't happened, much to the anger of those fighting for her.

"Now it is totally under the government, the officers and police force are still trying to protect Mr Rathore. My suggestion is the enquiry and the fresh evidence in handed over to the CBI," said Anand Prakash, father of Ruchika's friend Aradhna.

Here's the catch:

Ruchika's family and friends have filed a complaint for Section 306. Even the Home Ministry sources have told NDTV that the CBI will be handed the case only after the Haryana police register this FIR.

But for 24 hours, the police have not filed any such report. They say they are being careful and consulting legal experts because the High Court and Supreme Court had earlier said there was no basis to charge Rathore with abetment of suicide.

It's an argument that the Rathores resorted to in court on Friday, even before the FIR.

"We will study the complaint. We will seek legal opinion on it and whatever are the legal rights of Girhotra family it will be protected," said Maneesh Chowdhary, SP, Panchkula.

On Thursday, Ruchika's brother - while appealing to the police to file abetment of suicide charges - said how Tathore tortured him.
