• I am very happy that the Lokpal bill has been passed

• Dr Yogendra Trivedi of the NCP: This is an effort. I don't understand amendment number 6. To tell criminal/quasi-criminal accused not right. Accused should not get chance to get away. When you collect documents, find the case, don't talk about case. Informing before investigation will give accused opportunity to get away, destroy evidence. Keep limit to fraud. Lets take example of China.
• Ashok Ganguly (nominated MP): Bill pending for very long. Deserve to be truly open society. Rule of State shouldn't be undermined for name of Lokpal. Lokpal should not hijack rights mentioned in the Constitution of India. A lot of amendments have come, support it.

• Lokpal says we will stop the 'demand' for corruption, but why is it silent about 'supply'?
• What about funding of political parties?

• The political atmosphere is different today.
• I believe that the government has gained some insight on the matter between December 29, 2011 and today, because of the changed political atmosphere.
• We want to pass the Lokpal Bill.
• We need to remove all its faults and introduce a bill that is credible and functional.
• Decision-making process will improve after this bill is introduced.
• We wish to improve the political system.
• Federalism and the battle against corruption can coexist.
• This deals with services of the state and that is exclusively a state subject - so each state will have to appoint a Lokayukta within a year of this law being passed.
• We felt that if the government had the upper hand in appointing the Lokpal then the office can be misused.
• In the government's bill, the government had the ability to start proceedings against a Lokpal if they wanted to. That has been amended and now it's like the impeachment process - MPs were empowered.
• The jurisdiction of the Lokpal predominantly should be where government revenue is involved.
• Select Committee unanimously felt that including private bodies will overburden the Lokpal. This is one area I see where you have disagreed with the recommendations of the Select Committee (Sibal interjects, says, "We are not moving this amendment") 
• Government must rethink on the jurisdiction of Lokpal.
• During the pendency of a case if an officer needs to be transferred, take prior permission of Lokpal.
• The constitution doesn't permit religion-based reservation. There is no scope within the constitution. No other party would raise this.

• Lokpal bill was first introduced in 1967
• There have been several discussions and debates in the past 46 years
• We want to make this proposal that let the government pass these unanimous recommendations
• Government has agreed to all but does not agree with two crucial amendment
• For example, the Committee says during an ongoing investigation, an investigation officer can be transferred only after Lokpal clears it. Government says no, we will have the power to transfer.
• Second example: report says a delinquent officer can be raided without any notice. Government says no, first a show cause notice should be given
• We won't allow  the government to subvert the report
  

• From 9th to 12th, Parliament hasn't functioned.
• Usually government blames opposition, but even monsoon session, government was responsible, and this time too
• We've asked that Lokpal bill be introduced and be brought to Lok Sabha on Monday
• Kamal Nath called me today, discussed winding up session early, I strongly opposed, said government shouldn't run away from it
