The Lok Sabha today passed the Lokpal Bill a day after the anti-corruption measure sailed through the Rajya Sabha with the support of opposition parties.
- I am very happy that the Lokpal bill has been passed
- Credit should be given to all those in Parliament who passed the bill
- This is a huge insult to the nation.
- America doing 'dadagiri' (being a bully)
- We shouldn't be afraid of them. They insult our ministers like Praful Patel
- America should be blacklisted. They are afraid of Arab countries but keep insulting India.
- Give a strong warning to America
- Strip their people naked too. Make them apologize.
- Support Sushma Swaraj on what she said about both Devyani and Sunil James
- He fought pirates and instead of praise, he has been captured
- I have personally spoken to PM about this
- Request Prime Minister or External Minister to personally take action so James is freed
- Sunil James' capture is a misfortune
- His family has met the PM
- Two Italian people were allowed by India to go to Italy and vote
- Here, the child cannot be cremated because his father is in jailed
- Small countries like Togo are playing up, let alone larger countries like US
- We need to take a strong stand
- People should stay off-camera to work for the country
- Lokpal bill was passed in Rajya Sabha yesterday and it was passed in Lok Sabha today
- Happy that it was passed
- Thank select committee for keeping people's views in mind and strengthening the bill accordingly
- Other than those from the Samajwadi Party, I salute all MPs in Rajya Sabha and Lok Sabha for giving us this anti-corruption law
- Lokpal Bill was lying in the Rajya Sabha for one year. Congress and BJP initiated movement and everyone supported the Bill
- Request government to frame appropriate laws

- No clerk will sign any files... there will be anarchy and no work will get done
- In a democracy, the people's representatives are supreme
- This bill will allow a cop to come and heckle us
- Have MPs and MLAs not been convicted under the laws we have?
- Asks Sonia Gandhi to withdraw Bill
(Mulayam Singh Yadav's Samajwadi Party walks out of Lok Sabha)
- We have the chance to make history
- I appeal to all parties to come together and pass the Bill unanimously
- The Lokpal bill is not the only thing needed to fight corruption in this country
- It is our responsibility to complete our unfinished fight against corruption. 15th Lok Sabha should pass the 6 bills that are pending
- Can we not extend this session to pass the 6 pending bills?
- Congress allies holding up discussion on Lokpal Bill
- It will be a historic if we pass the Lokpal Bill today
- The bill which the government has tabled has so many flaws that it has not lived up to our expectations
- We did not want a bill that demolishes the existing system - we want an effective bill that is able to fight corruption
- People are lining up to take credit, but there is an old man who keeps fasting for the bill and appeals to our collective conscience. And then the people of this country deserve credit
- Only Anna & people of India deserve credit for Lokpal Bill
- Even after interruptions it will be a historic session if we manage to pass the Lokpal Bill
- This isn't the first instance- our own President Abdul Kalam, MP George Fernandes were also mistreated. This is routine for America.
- This is a violation of Vienna Convention, but then when has US ever followed conventions?
- They violated norms by bombing Iraq at the excuse of finding WMDs
- America is keeping an eye on all our dealings and we don't say anything
- This has dared America to disgrace our diplomats
- America should apologise to the country.
- Codify all privileges India gives US diplomats and present it in Parliament
- Then question- what privileges we give US, and what we get in return?
- Ensure both privileges are equal and reciprocal
- We live in a global village, but we don't need a village headman
- America should stop pretending to be the self- appointed Lokpal of world
- India has not protested at the right moment
- We've accepted US as world policeman
- This is outrage against our sovereignty
- India did not protest US snooping
- Please understand depth of bending backwards we have done in our strategic relations (with US)
- Please assert yourself (to government)
- Dalit community upset with diplomat's arrest
- When Americans come to India we treat them well but they mistreat our people. Without further delay, the PM should directly take up the matter

The anti-corruption Lokpal Bill moved a step closer to enactment after it was passed in the Rajya Sabha today after a debate that took place in an atmosphere of rare political consensus. The Bill will be taken up in the Lok Sabha tomorrow, the government announced soon after its ally Samajwadi Party backed down on its threat to block the bill at any cost.
He says:
This will reduce 40-50% corruption
It will help the common man get justice
Critical that government control of the CBI has been removed
This is a revolutionary step - today the Rajya Sabha has taken it - I appeal to Lok Sabha members to pass the bill tomorrow
(Responding to Arun Jaitley's concern) In event of starting prosecution, we would like there to be no impediment, that's why the amendment. We cannot give direction to state government, it'll have to decide on its own. Real test of every party will be to endorse the bill in their own states in next 365 days. Reservation for religious minorities - 16/4 is the provision (reads out the provision) is a unique piece of legislation. We are trying to put independent people - there's a big difference between introducing people under the state and others.
(Responding to Sitaram Yechury) We are dealing with issue of supply as well. That amendment bill is already in place, pending in Lok Sabha, deals with supply side of corruption.
(Responding to judges) To deal with Complex issues requires legal training and what better training than the Supreme Court.
(Responding to Shivanand Tiwari) You can have a Lokpal, legislation is response to what people want. Response of people keeps changing so legislation keeps changing. Laws will deter human beings if it is effective. That divide, till it is there, will prevent no-corruption. We are working on that
Despite different opinions we can arrive at a common conclusion. That's true democracy. Which is what we are trying to do. Let's not fight about taking credit for the bill.

- I know that there are honest people in politics, we must live up to the people's expectations
- This Parliament will give a strong message to people if the PM is under the bill.
- After all, all MPs are public servants. In unison, we should pass the law. People have expectations from Lokpal. Such people should be in Lokpal who not only understand the good of the country but also understand the working of the government.
- Justice Ganguly case has tarnished image of country.
- I had expected Congress to keep quiet after such a defeat in state elections.
- When such a historic bill is being passed, the person who becomes Lokpal must understand the enormity of power and responsibility.
- Development must not be compromised. Guilty must be punished. Der aaye durust aaye.
- BJD: Thanks and support without reservation
- Dr Yogendra Trivedi of the NCP: This is an effort. I don't understand amendment number 6. To tell criminal/quasi-criminal accused not right. Accused should not get chance to get away. When you collect documents, find the case, don't talk about case. Informing before investigation will give accused opportunity to get away, destroy evidence. Keep limit to fraud. Lets take example of China.
- Ashok Ganguly (nominated MP): Bill pending for very long. Deserve to be truly open society. Rule of State shouldn't be undermined for name of Lokpal. Lokpal should not hijack rights mentioned in the Constitution of India. A lot of amendments have come, support it.
The Lokpal Bill creates a new independent agency empowered to investigate charges of graft among government servants. In December, 2011, the Bill was cleared by the Lok Sabha but was stalled in the Rajya Sabha. It was then sent to a parliamentary committee for review. The amended version will now be introduced in the Rajya Sabha. That version must then be cleared by the Lok Sabha.
In Maharashtra, Anna Hazare, who is on the 8th day of his fast for a Lokpal, monitored the debate on television.

- Last time the House was adjourned at midnight abruptly.
- Lokpal says we will stop the 'demand' for corruption, but why is it silent about 'supply'?
- What about funding of political parties?
- Akhon hi akhon mein ishara ho gaya, bahithe baithe jeene ka shara ho gaya (refers to Dev Anand song)
- The Leader of Opposition said private parties should not be included, and it is a reality till the government and opposition agree, this House doesn't move forward.

BSP's SC Mishra:
- We welcome the Lokpal Bill.
- But I want to add something. We didn't boycott yesterday's all-party meeting. The information wasn't given to us. The media should have been told that. But the media was told that the BSP had boycotted the meeting.
- Lokpal Bill should be passed.

- The political atmosphere is different today.
- I believe that the government has gained some insight on the matter between December 29, 2011 and today, because of the changed political atmosphere.
- We want to pass the Lokpal Bill.
- We need to remove all its faults and introduce a bill that is credible and functional.
- Decision-making process will improve after this bill is introduced.
- We wish to improve the political system.
- Federalism and the battle against corruption can coexist.
- This deals with services of the state and that is exclusively a state subject - so each state will have to appoint a Lokayukta within a year of this law being passed.
- We felt that if the government had the upper hand in appointing the Lokpal then the office can be misused.
- In the government's bill, the government had the ability to start proceedings against a Lokpal if they wanted to. That has been amended and now it's like the impeachment process - MPs were empowered.
- The jurisdiction of the Lokpal predominantly should be where government revenue is involved.
- Select Committee unanimously felt that including private bodies will overburden the Lokpal. This is one area I see where you have disagreed with the recommendations of the Select Committee (Sibal interjects, says, "We are not moving this amendment")
- Government must rethink on the jurisdiction of Lokpal.
- During the pendency of a case if an officer needs to be transferred, take prior permission of Lokpal.
- The constitution doesn't permit religion-based reservation. There is no scope within the constitution. No other party would raise this.

- I will not take too much time. This House is confronted with a historic opportunity, either to make history or to repeat history.
- Never before in the history of this country has such a bill had such a wide discussion.
- Prime Minister has been brought under the purview of the Lokpal.
- I thank the Prime Minister, the chairperson of the UPA, all political parties and leaders who have sat here together to listen to the debate.
- Not the time for politics, need to evolve consensus.
- It is the time for us to celebrate the consensus on the bill.

- Do you want to take the nation towards a state of indecision?

- Rahul Gandhi said under all circumstances must be passed as soon as possible, perhaps tomorrow

The government's plan to quickly push the Lokpal Bill in the Rajya Sabha today could run into trouble again, with BJP warning it against diluting provisions of the proposed anti-corruption law.
- Lokpal bill was first introduced in 1967
- There have been several discussions and debates in the past 46 years
- We want to make this proposal that let the government pass these unanimous recommendations
- Government has agreed to all but does not agree with two crucial amendment
- For example, the Committee says during an ongoing investigation, an investigation officer can be transferred only after Lokpal clears it. Government says no, we will have the power to transfer.
- Second example: report says a delinquent officer can be raided without any notice. Government says no, first a show cause notice should be given
- We won't allow the government to subvert the report
- From 9th to 12th, Parliament hasn't functioned.
- Usually government blames opposition, but even monsoon session, government was responsible, and this time too

An aggressive BJP is expected to arrive all guns blazing in Parliament today, pumped up at the possibility of routing the Congress in Assembly elections in four major states, being seen as a semi-final before general elections due in a few months.

The BJP is in an aggressive mood and is set to corner the government in the Winter Session of Parliament which begins today. Leader of opposition in the Rajya Sabha, Arun Jaitley, told NDTV that the UPA is losing legitimacy and soon will lose political relevance.

Minister of State for Parliamentary Affairs Rajiv Shukla said there hasn't been a single session of Parliament which has not been stormy, and they are now used to the opposition's tactics. He said the priority will be to pass bills that have been cleared by one house.

The Winter Session of Parliament promises to be a stormy one, with main Opposition party the BJP making it clear at an all-party meeting on Monday that it will attack the government on a number of issues.

- It's a short Parliament (winter) session and everyone must make optimal use
- Will ensure both Houses of Parliament run smoothly
- The session of the parliament should not be interrupted
- There are many issues; we can only try to discuss as many issues as possible
- Every issue is important but it's not possible to discuss all of them

In the short session the government plans to push Bills like the Lokpal Bill and Women's Reservation Bill which have been passed by one House and now await the other House's nod.
