J&K: 245 complaints pending against ex-ministers, bureaucrats

Jammu: With the State Accountability Commission (SAC) headless for the past several years, 245 complaints are pending for disposal before it, including against present and ex-ministers, MLAs and bureaucrats.

As per the details provided in a 77-page document tabled by Chief Minister Omar Abdullah in the Legislative Council, there are 245 complaints of corruption, misuse of power, bribes, misappropriation, bunglings and illegal appointment cases pending for disposal before the body. Of these complaints with proof, Jammu wing of SAC has 173 cases pending with it while Kashmir wing has 72 cases, the Chief Minister said.

Complaints are pending for disposal against two present ministers - PHE minister Taj Mohideen, Education Minister P M Sayeed, MLAs Abdul Majid Wani, Abdul Gaffar Sofi, Ch Mohmmad Aslam, Rashpaul Singh and Hakeem Mohmmad Yaseen, according to the document.

Former ministers against whom complaints are pending are Suman Bhagat, Abdul Aziz Zargar, T H Tarra and Gulam Mohideen Sofi, it said.

Cases are also pending against 30 IAS officers, 20 IPS officers, 10 IFS officers, 3 former Vice-Chancellors of Universities, former Chairman of Jammu and Kashmir Bank, 4 former Chief Engineers and former Director General of Police (DGP), it said.

Senior IAS officers who figure in the list include Mehbooba Iqbal (5 cases), Chief Secretary Madav Lal, Sonali Kumar, Ejaz Iqbal, G A Peer (4 cases), Mandeep Kour, Naveen Choudary, Pramodh Jain, N K Verma, Pawan Kotwal and Lokesh Jha.

IPS officers figuring in the list include SSP Jammu Basant Rath, Manohar Singh, Dr S P Vaid, S M Sahi, P S Gill and Ashok Gupta, it said.

The State Accountability Commission was constituted under the Jammu and Kashmir Accountability Commission Act, 2002 to inquire into grievances and allegations against public functionaries, particularly Chief Minister, Ministers and Legislators and for matter connected therewith.

The Commission, which comprises a Chairperson and two Members, is without a chairperson or any member after the retirement of its first appointed Chairperson Justice R P Sethi on May 5, 2006.

Later its two members Justice G L Raina and Justice Muzaffar Jan retired in 2008 and 2009 respectively.
