Kannur: Rejecting the opposition criticism that the Centre was remaining a mute witness to the Mullaperiyar dam dispute between Kerala and Tamil Nadu, Union Minister Vayalar Ravi today said the Centre could not take a "unilateral" stand on an issue involving two states.
Prime Minister Manmohan Singh had not taken a position that the Centre would not intervene.
However, this was an issue between two states and co-operation from both sides are essential to find a solution, Ravi told reporters.
Tamil Nadu had not offered its co-operation for talks under Central mediation, he said.
