The video of the incident has gone viral on social media.
The video shows the elderly man - who had his leg fractured - lying over boxes and jute sacks in the tempo.
His family members said they were denied an ambulance by the hospital authorities despite repeated requests.
Earlier on Monday, an injured man was seen being pushed off a stretcher by a hospital staff. A probe has been ordered into the incident.
Another viral video from the same hospital district showed a man taking his mother's body in an auto rickshaw after being denied an ambulance.
