With 'Halwa Ceremony', Finance Ministry Starts Budget Document Printing

The Ministry of Finance has kicked off the process of printing the budget documents for 2019 with a customary 'halwa ceremony'. The ceremony, in which halwa is prepared and served amongst ministry officials, marks the beginning of Budget printing in the North Block. From the day of halwa ceremony, a large number of officials and support staff directly associated with the Budget-making and Budget-printing process are required to stay in the ministry till the presentation of the Budget in the Lok Sabha.     Once the budget ceremony takes place, the finance ministry officials are not allowed to contact their near and dear ones through phone or any other form of communication till the presentation of budget in Parliament. Only very senior officials in the finance ministry are permitted to go home during this period.

    The halwa ceremony is usually launched by the finance minister. However, Finance Minister Arun Jaitley could not attend the ceremony in 2019 due to his visit to the US for a medical check-up.     The presentation of interim budget by the government in Parliament on February 1 will mark its last before a general election due by May. February 1's interim budget will be followed by a final Budget for fiscal year 2019-20 by the new government after elections.
