  • Kapil Sibal holds on to the dual responsibilities of Human Resource Development and additional charge of Communications and Information Technology. He took over the telecom ministry from A Raja after the 2G spectrum scam. He has been relieved of his duties in the Science and Technology Ministry.<br><br>

A former lawyer, Sibal won the 2004 general elections by a large margin from Chandni Chowk constituency and was inducted into the Cabinet as Union Minister for Science, Technology and Earth Sciences. In the 2009 elections, he again won by a large margin and took charge of the key Human Resource Development ministry in the second Manmohan Singh government.

He had been the Petroleum Minister since 2006.
