Eco-housing project faces hurdle

Pune: The Pimpri Chinchwad New Town Development Authority's (PCNTDA) first pilot eco-housing scheme project has hit a roadblock due to state government's denial of funds. The state government is undecided about the project.

PCNTDA had approved the setting up of the first pilot project of eco-housing under the Jawaharlal Nehru national urban renewal mission (JNNURM) scheme on public-private partnership (PPP) basis in sector 12 on 130.96 acres last year.

The project received approval under the JNNURM from the Centre's monitoring committee, and was sent to the state government to approve 2.5 floor space index (FSI) for the project.

PCNTDA chief executive officer Suhas Divase told DNA, "We had sent the proposal to the state government, but it is still pending. The state government is undecided about the eco-friendly project.''

The project was approved at the 285th meeting of the PCNTDA attended by divisional commissioner and PCNTDA chairman, Dilip Band.

PCNTDA had selected the developer at the meeting but due to the state government's non-approval, the project work was not started.

According to official sources, the state government has objected to 2.5 FSI. They said the project was designed to benefit the developer, rather than the public. A total of 5,040 apartments will be built, each with 377-square-foot carpet area. The flats will be distributed to people belonging to low income group in the Pimpri Chinchwad Municipal Corporation (PCMC) and PCNTDA limits.

The flat holders will be provided amenities under basic services to urban poor scheme. These include primary health centre (PHC), primary school, community hall, rickshaw stand, vegetable market and others.

The expenditure on the project and basic amenities will be around Rs417 crore. The Union government will provide around Rs123 crore, PCNTDA will provide Rs225 crore on PPP basis to the developer, which includes Rs123 crore as grant from the Union government and the individual share from the beneficiaries.

The developer will provide a built area of around 14 lakh sq ft from the PPP area, excluding the 5,040 flats. This area includes 1,971 flats in category A and 358 flats in category B. Each flat in category A is of 570 square feet, while each flat in category B is of 785 square feet. These 2,329 flats will be distributed at reasonable price as per PCNTDA norms.

The developer will give Rs50 crore to PCNTDA as cost of land before starting the project. He will provide basic amenities like roads, electricity and water supply on the plot. He will also create amenities like a well-equipped hospital, schools and others on reserved plots as per PCNTDA rules.

He will complete the project in two years and the remaining developmental works and development of the sector in four years. In return the developer will get 25 per cent of the total area for open sale.
