Telangana Cops Face Flak for Handcuffing Minor Arrested for Theft

Under the Juvenile Justice Act, a minor should not be handcuffed at any time and he should not be publicly exposed as a criminal.

Hyderabad: The Telangana Child Rights body has issued notice to Medak Superintendent of Police, seeking a report within a week after a video of a handcuffed 14-year-old boy in a bus, who was being taken to correctional home, became public.

Under the Juvenile Justice Act, a minor should not be handcuffed at any time and he should not be publicly exposed as a criminal.

They have also written to the state Home Secretary about juveniles being handcuffed and the need for sensitising and training men in uniform.

The handcuffed boy in a public bus caught the attention of a local in Medak district's Jogipet area, who inquired about him and also shot a video. The cop, who was accompanying the boy, told him that he was a 'criminal' and being taken from court to a correctional home in Nizamabad.

The boy was allegedly involved in a theft in Medak district and had therefore been brought to Sanga Reddy in Medak district.

Medak SP, Sumanthy has issued a memo to the two constables who were escorting the boy.

The SP told NDTV that there have been recent instances of accused running away from police custody hence the boy was perhaps handcuffed.
