A prisoner using a cellphone is photographed on a cellphone. Six times. The furtive photographer, officials say, was another prisoner who had his own mobile phone which he put to use. And yet, the officials of the high-security prison in Hyderabad say punishment for those who supervise the inmates is unlikely.
"We want to prevent crime inside the jail, not to suspend our people. Our motive is to motivate them to work towards that,'' said Telangana's director general of prisons, V K Singh. "It is a tug-of-war. They are trying to get things inside, we are trying to flush it out.''
Hyderabad's Cherlapally Jail houses alleged terrorists, so the discovery that mobile phones are being used freely is a major concern.
The man photographed speaking on his cellphone is Yadagiri -- arrested in September 2012 in the cash-for-bail case involving former minister of Karnataka, Gali Janardhan Reddy. A special judge was allegedly bribed to grant bail to Reddy, who had been accused of involvement in the illegal mining scam in Bellary.
During a surprise raid, the jail authorities had found not two, but three cellphones, five sim cards, pendrives and even some marijuana.
The authorities are now questioning Yadagiri, who claims he had been conducting some "settlements" from inside the jail.
Singh admits the problem is enormous. "There are many other criminals. ISI, Maoists and others. Such banned items should not be in the jail," he said.
While jammers can be a possible option, prison authorities say using them for the entire jail could be expensive. But they are considering the use of low-intensity jammers for special cells. The jail already has CCTV cameras.
