Hyderabad: Union Minister and Congress high command emissary Vayalar Ravi- who wound up his four-day tour of Andhra Pradesh yesterday- after discussions with ministers, lawmakers and senior leaders and an assessment of the party position at ground level in East and West Godavari districts, today submitted his report to party President Sonia Gandhi.
A handful of ministers and a few MPs prepared the "dossier" in which they gave a "detailed explanation" about Kiran Kumar's style of functioning and his "failure" to effectively handle critical issues which were doing all the damage to the government as well as the Congress in the state, sources said.
The much-hyped one lakh job scheme did not take off even four months after the December deadline, damaging the government's credibility, the report contends.
Other schemes which Mr Kiran launched with a lot of fanfare but without consulting his Cabinet colleagues like Jalaprabha micro irrigation and Mee Seva electronic delivery of government services too remained non-starters, the leaders are understood to have complained.
"On the one side, the main opposition Telugu Desam Party is attacking us on the various scandals that happened during YSR's regime while on the other Jagan's YSR Congress is successfully propagating how Kiran Kumar is abandoning the welfare schemes launched by YSR.
"We are unable to counter them because there is nothing for us to claim credit for," the ministers and MPs added.
Among the many other issues that the ministers and MPs listed in their dossier were the open fight of top IPS officers and some mid-level officers, the arrest of IAS officers in different scandals and the censuring of the government by the state High Court and the Supreme Court in different cases.
