Russia's President Vladimir Putin vowed on Thursday to sign a bill banning Americans from adopting Russian children that has added new strains to the uneasy relations between the former Cold War foes.

Defying a storm of domestic and international criticism, Russia moved toward finalising a ban on Americans adopting Russian children, as Parliament's upper house voted unanimously in favour of a measure that President Vladimir Putin has indicated he will sign into law.

The upper chamber of Russia's parliament on Wednesday unanimously voted in favor of a measure banning Americans from adopting Russian children. It now goes to President Vladimir Putin to sign or turn down.
