The new council, headed by Bibek Debroy, a member of PM Modi's federal think tank Niti Aayog, will address "issues of macroeconomic importance" and present its views to the prime minister, the government statement said.

Finance Minister Arun Jaitley has said the government has no plans to tax agricultural income, including that of prosperous farmers, saying a rich farmer is "a very rare institution" and not the norm. In an interview to news agency PTI, he said the farm sector is in distress and there was no question of taxing agricultural income.

Hitting out at economists for criticising demonetisation, Niti Aayog member Bibek Debroy has said that critics are unaware of the government's financial inclusion programme and their understanding of the situation is based on views expressed in English language newspapers.

Observing that India cannot grow without the development of its eastern parts, economist and NITI Aayog member Bibek Debroy on Saturday said economic integration with neighbouring countries was imperative for the prosperity of the region.
