The government has launched a Rs 1.25 lakh crore welfare scheme on Wednesday to give cheap food to nearly 70 per cent of the population, a scheme that's been planned as a centre-piece of the ruling Congress party's plan to win a third term in office in elections due by May 2014.

The Bill says 75 per cent of the rural population and 50 per cent of the poor in urban India - about 800 million people - will be entitled to five kilos of subsidised grain per month.
