Canada's Quebec police hope to send divers into a swollen river on Monday to search for a toddler and a man who were swept away as heavy rains flooded homes and streets and the government sent troops to lay sandbags to protect homes from the deluge.

India-born Harjit Sajjan, a former police officer and veteran of three military deployments to Afghanistan, was named Canada's new minister of defence on Wednesday, bringing first-hand expertise to one of the country's top cabinet positions.

Four members of the British Navy were charged on Thursday with sexual assault in connection with an incident that took place in Nova Scotia on April 10, said a spokesman for the Canadian Department of National Defence.
