The Public Accounts Committee of Goa has blamed Chief Minister Digambar Kamat for being a "silent spectator" to illegal mining in the state. In his report, committee chief and opposition leader Manohar Parrikar has blamed the mining department which Mr Kamat has handled for the last 12 years.
