Coal Ministry has allowed sale of up to 50 per cent coal produced in a financial year from captive mines after meeting their end-use needs

Delhi High Court today dismissed the pleas of some private companies challenging the decision of the Ministry of Coal to club all sectors, barring power, under a single category for coal block auctions.

In a relief for Jindal Steel and Power Ltd (JSPL) and its promoter Naveen Jindal, the court today directed a technical committee to review its own decision to change the end-use of two coal blocks earlier allotted to the company and removing the mines from the auction.

The 74 coal mines, which the government plans to auction to specific end-users in the first phase of bidding on February 11, will not require any green clearances, a top official has said.

The government will allow commercial mining of coal by private companies after allocating mines to public sector undertakings and auction to specific end-users, Finance Minister Arun Jaitley said on Sunday.

According to India Ratings report, e-auctions will reduce the fuel availability risks for companies. The eligibility criteria, linked to the preparedness status of the end-use plants (80% of investment made for schedule II mines and 60% in schedule III mines), accords priority to operational and near-completion end-users for bidding.

The Associated Chambers of Commerce and Industry (Assocham) on Monday suggested the government to give preference in the auction of coal mines to captive block allocatees whose end-use plants were operational at the time Supreme Court quashed allocations of mines.
