The US Congress overcame months of delays to finally pass a $19.1 billion relief package Monday to help victims of flooding, wildfires and hurricanes that have devastated communities from Puerto Rico to California.

The centre has forwarded a bill of Rs 102 crore to the Kerala government for using Indian Air Force planes and helicopters for flood relief operations in the state last year, the Rajya Sabha was informed on Monday.

The Kerala government has received a bill of over Rs 33 crore to be paid to the Controller of Defence Accounts, and this includes the airlift services provided by the Indian Air Force during the massive deluge in August this year.

The draft Bill for protection of the Ganga has suggested provisions like having an armed force with the power to arrest those who pollute the river, and imprisonment and fine for offences varying from commercial fishing to construction of illegal structures in active flood plains, officials said.

An amount of $6,00,000 will be sent to UNICEF to strengthen relief and rehabilitation efforts in Kerala which witnessed its worst deluge in nearly a century, the Bill & Melinda Gates Foundation has said.
