A 23-year-old man has been tortured to death in Russia in an apparent homophobic attack, investigators said Sunday, amid growing fears by rights groups that anti-gay sentiments are on the rise in the country.

The lower house of Chile's Congress on Wednesday passed most of a law that would make it a crime to discriminate on the basis of faith or sexual orientation, after a gay man was tortured and beaten to death last month by presumed neo-Nazis.

After he had been punched, kicked and stripped of his clothes and jewelry, the 17-year-old man was given a choice: the bat or the pipe.
