Global online freedom declined for a fifth consecutive year as more governments stepped up electronic surveillance and clamped down on dissidents using blogs or social media, a survey showed today.

A report by the watchdog group Freedom House said online freedom declined in 36 of 65 countries surveyed.

Secretary of State Hillary Clinton spoke at length about Internet freedom in an address on Friday in The Hague. She called on the global community to protect freedoms of expression, association and assembly in the online world.
