Delhi Government today appointed a Group of Ministers (GoM) to examine whether the existing law can be amended to ensurse death penalty or life imprisonment to those involved in raping minors and to lower the cut off age of juveniles found guilty in such cases, besides to explore possibility of setting up special police stations.

A group of ministers assigned to finalise tough new anti-rape laws have decided that the age of consent will be lowered from 18 to 16 years; voyeurism and stalking will be non-bailable offences and that there will be no punishment for false cases filed that allege crimes against women.

A new proposal for tough anti-rape laws could not be cleared by the Cabinet yesterday because of disagreements between senior ministers over key features of the bill. A Group of Ministers headed by Finance Minister P Chidambaram now has a deadline of 24 hours to reconcile their differing opinions.
