Offices in Jammu and Kashmir have become fully functional and a good attendance has been observed, the state's Chief Secretary BVR Subrahmanyam said in a press conference. Schools will reopen from Monday "area wise", he said, suggesting normalcy has returned after a 10-day lockdown following the centre's decision to end special status to the state.
