The international order is facing multiple challenges to peace and security, India has said, asserting that purely bilateral issues are brought to regional and international forums that diminish the chances for direct and mutual dialogue.

India has said the presence of terrorist elements like ISIS and Al Qaeda in parts of Yemen and their continued attacks on civilian population needs to be addressed, stressing that the international community must unite to fight the "dark forces of terror" globally and hold those who support and shelter such terror groups accountable.

The intergovernmental negotiations on Security Council reform are being "held hostage" and used as a "convenient smokescreen" by countries that do not wish to see any changes in the most powerful UN organ, India has said, demanding tangible action to achieve the long-delayed reforms.

India has pledged to contribute USD 5 million in 2019 to the UN Palestine Refugee Agency, even as it voiced concern over the agency's difficult financial situation due to voluntary contributions from a limited donor base and called for ensuring sustained fiscal support for its work.

Voicing concern over the use of social media by terrorists to radicalise young people, India has called for a multi-stakeholder engagement, including lasting commitment from technology companies on higher standards of content regulation, to address challenges of hate speech online.

India has accused the UN Security Council of "progressively" undermining the authority of the General Assembly on matters of what constitutes a threat to international peace and security and said the blame for this lies partly with the 193-member UN body for focusing on procedures rather than addressing substantive issues.
