The Petroleum and Natural Gas Regulatory Board (PNGRB) will decide on the margin that natural gas sellers like GAIL and Reliance Industries can charge from urea manufacturers and LPG plants by the end of the year, Oil Minister Dharmendra Pradhan said on Monday.

Presently, urea-manufacturing fertiliser plants have the first right over the domestically produced gas, followed by liquefied petroleum gas (LPG) plants and power stations. City gas distribution (CGD) projects are ranked fourth currently.

The company, which is the state-level coordinator for the oil industry in Kerala, wants the state government to include LPG bottling plant operations under the ESMA on the lines of milk, water and medical services, Murali Srinivasan, general manager of IOC (Kerala office), told reporters here.

An Empowered Group of Ministers (EGoM) headed by Defence Minister A.K. Antony is to consider an Oil Ministry proposal of abolishing the priority ranking, according to which natural gas is first given to urea manufacturing fertiliser plants, then to LPG units, followed by power plants, city gas, steel and refineries.

Diesel price for bulk consumers like the Railways and power plants has been hiked by up to Rs 1.25 per litre, while the rate for non-subsidised LPG has been cut by Rs 37.5 per cylinder.
