Hungary's tough treatment of refugees arriving at its border hoping to find asylum in the European Union has been "xenophobic and anti-Muslim" and at times violated international law, the UN human rights commission chief said on Thursday.

Austrian authorities said they were expecting another wave of migrants and refugees coming over the border from Hungary on Sunday, after a brief lull in arrivals gave them a chance to re-stock reception centres.

After days of smooth operation, Austria's transfer of migrants to Germany appeared to break down on Thursday as a rush of people crossing from Hungary forced it to suspend train services across that border.

Locals in Munich have been coming out in large numbers to greet hundreds of refugees arriving in trains from Hungary and Austria everyday.

Austria's Red Cross said on Saturday it expected between 800 to 1,500 people to arrive in its refugee reception centre of Nickelsdorf at the Hungarian border in the next few hours.

Austria's Foreign Minister Sebastian Kurz said European leaders needed to devise a common plan urgently to tackle the wave of migrants arriving in the bloc or risk having more and more countries resorting to their own measures.
