After opposing the establishment of the National Counter Terrorism Centre (NCTC), Odisha Chief Minister Naveen Patnaik today voiced his protest against certain provisions proposed in the Mines and Mineral- Development and Regulation (MMDR)-Bill, 2011 on the ground that those would infringe into the federal rights of state governments.

After the launch of National Counter Terrorism Centre (NCTC) was put on hold due to protests by non-Congress ruled states, Chief Ministers of Gujarat, Tamil Nadu and Odisha have trained their guns at the Centre again opposing the proposed amendment to the Railway Protection Force or RPF Act.

Mamata scores again, says PM agreed to put anti-terror hub on hold

Mamata Banerjee met with the Prime Minister this evening to formally register her protest against the new anti-terror agency that is meant to become operational from March 1. Ms Banerjee said the proposed National Counter Terrorism Centre or NCTC "will disturb the federal structure."
