China should recognise that the Dalai Lama is the key to resolving the Sino-Tibetan conflict and should invite him to "Tibet and China on pilgrimage without any precondition", the president of the Tibetan government-in-exile Penpa Tsering said today.

Newly elected members of Dharamshala-based 17th Tibetan parliament-in-exile conducted oath taking ceremony on Wednesday. One of the senior-most members, Dawa Tsering first took oath as Interim Speaker in front of the Chief Justice Commissioner.

Penpa Tsering was sworn-in as president of the Central Tibetan Administration, the Dharamshala-based Tibetan government-in-exile on Thursday. Penpa Tsering succeeded Lobsang Sangay.
