The Congress in Kerala has declared renegade CPM leader R Selvaraj as its candidate for the upcoming assembly by-election in Neyyattinkara. Selvaraj, a two-time MLA, was also inducted into the Congress at an election convention in Neyyattinkara near here on Wednesday.
