Norway has raised its terrorism threat assessment to the second-highest level due to an increased risk of attacks against Jewish and Israeli targets, the national police directorate said on Tuesday.

A cyberattack temporarily hit public and private websites in Norway in the past 24 hours, Norwegian authorities said. The distributed-denial-of-service (DDOS) attack targeted a secure national data network forcing the temporary suspension of online services for several hours.

The killing of five people in Norway in a bow-and-arrow attack appears to be an "act of terror," the Norwegian security service said Thursday, with the suspect, a Danish Muslim convert, already on their radar over fears he had been radicalised.

While the US is ranked 11th safest of 44 nations studied, several Scandinavian countries like Denmark, Norway and Finland were ranked the safest in the book .

Norway's intelligence services said it - and not the US National Security Agency, as reported in a Norwegian newspaper - kept records on more than 33 million phone conversations over the space of one month last winter, Oslo said on Tuesday.
