The set-up for a new confrontation between the centre and states was put in place today with an overhauling of the rules that were being followed so far to send migrant workers home on special "Shramik" trains. The receiving state's consent is no longer necessary for trains to pull in with workers.

The Indian Railways has operated 428 "Shramik" Special trains since May 1 and ferried home more than 4.5 lakh migrants stranded in various parts of the country amid the coronavirus-induced lockdown, officials said.
