The Delhi Assembly today passed the Rs 46,600 crore "tax free" Budget for 2016-17 with major focus on education, health and transport sectors, besides rationalisation of the VAT structure that will bring down prices of readymade garments, shoes and watches among others.

The decision comes barely a day after Union Finance Minister Arun Jaitley proposed 'sin tax' and announced increase in excise duty on cigarettes in the range of 11 to 72 per cent.

Public sector banks requested government for capital infusion and long-term instrument for financing infrastructure sector. Bankers also requested for issue of tax free bonds for development of infrastructure sector.

IDFC will not benefit from the government's plans to double the issuance of tax free bonds.

Government could consider increasing the limit for financing small homes to Rs 25 lakh.
