Yemen's exiled government said today it would no longer attend UN-mediated peace talks with its adversaries the Houthis, dealing a big blow to efforts aimed at ending over five months of civil war.

A United Nations envoy will hold talks in Kuwait and Saudi Arabia in the coming days on a draft peace proposal for Yemen with the aim of reaching a "preliminary agreement" with Houthi fighters, a UN spokesman said today.

Shiite rebels held their position on Monday around key government offices and army bases in the Yemeni capital which they captured without resistance just hours before the signing a UN-brokered peace agreement.

International airlines suspended flights to Yemen as a decade-old rebellion encroached on the capital and a UN envoy scrambled to thrash out an elusive peace deal after a spike in violence.
