"The simple reason for the comparison is that in the November of 2010 when the then CAG Vinod Rai had come up with his presumptuous loss report, it said that the government had suffered a loss of Rs 1.76 lakh crore, and we had called it bogus. The reason is that gain can be presumptive but loss can't. The report could not stand its ground when the parliamentary committee questioned it," Manish Tewari, Congress leader, said.
