This week saw the Prime Minister speak up and reach out to aggrieved Dalits who've been recently at the receiving end of caste based violence, calling them his 'brethren'. PM Modi also reprimanded 'cow vigilante' groups referring to them as 'anti-social'. Speaking at a gathering in Madhya Pradesh, the Prime Minister finally reached out to Kashmiris, who've suffered violence and unrest over the last six weeks. Are we witnessing a change in discourse as far as the Prime Minister is concerned? Or is it an election ploy keeping in mind the upcoming polls in Uttar Pradesh and Gujarat in 2017? Should the Prime Minister have spoken earlier, would that have had a greater impact?
