With the threat of China weighing heavily on their minds, the leaders of India, the US, Japan and Australia - the QUAD - met in Tokyo and announced more steps to solidify their alliance. It included a new maritime collaboration to counter illegal fishing by Chinese vessels and a Quad fellowship that will sponsor 100 students from the four countries to study in the US each year for graduate degrees in science, technology, engineering and math.
