The Delhi High Court has come down heavily on Aam Aadmi Party leaders who have been protesting inside the waiting room of the Lieutenant Governor's residence for nearly a week. The AAP insists that Indian Administrative Service officers in Delhi are on strike, a point contested by the bureaucrats who say they are doing whatever they are required to do. In all this, millions in the capital will have one basic question -- if the chief minister is in protest inside the Lt Governor's waiting room and the bureaucracy is reportedly on strike, then who really is running Delhi?
